The Minister for Planning has approved
MRS Minor amendment 1358/57 - Sawyers Valley Urban Precinct
as requested by the Shire of Mundaring.
Pursuant to section 126(3) of the Planning and Development Act 2005,
the Shire of Mundaring requested that the WAPC amend its Local Planning Scheme No. 4 (LPS 4) for the urban zoned land included in the proposal to be concurrently amended to the Development zone.
This was agreed to by the WAPC and
This amendment to LPS 4 is effective from the date of publication of this notice in the Government Gazette.

SAWYERS VALLEY URBAN PRECINCT
The Amendment Report is now available from the Metropolitan Region Scheme Amendment and public comment was accepted up to 13 December 2019 online or in writing.
The proposed area comprises 10.4 hectares (25 acres) of rural zoned land between Cole Rd and Pearce Street, Sawyers Valley. Comment is sought on the rezoning of this rural zoned land to urban zoned land. Once this land is rezoned, it cannot be reversed, it cannot be “un-zoned”.
Rural land blocks are larger, generally from roughly 1 hectare (2.5 acres) upwards. The proposed urban land blocks range in size from R2.5 (1 acre) to R 5 (½ acre). To better understand the implications of these block sizes, consider this:
In Sept 2001 an unsuccessful submission (see sawyers valley subdivision 2001 file below), by the same owners, to rezone blocks 2083 & 2348 fronting Cole Road, provided an insight into the intended subdivisions of the two blocks, should they be rezoned urban (see sawyers valley subdivision 1 file below). 28 x ½ acre blocks on 19 acres with two access roads onto Cole Road. No intended subdivisions were presented for Lot 108, at the time.

- will the scheme's "minor" amendment significantly affect the environment? Will the protection of significant environmental attributes (including Carnaby's Black Cockatoo habitat) be adequately managed? The EPA deemed no formal assessment was warranted. It considers future detailed site planning will manage the retention of fauna habitat. Will this amendment enhance the relatively remote rural-forest village atmosphere of Sawyers Valley, which has limited services and population size? The 2016 Census Quickstats found that in postcode 6074, WA, there are 389 dwellings, 84 of those are currently south of Great Eastern Hwy, (Mill Stream, Cole Road and Pearce Street), comprising almost 22% of the total dwellings. An additional possible 38 dwellings in the rezoning proposal would mean that 31% of dwellings in 6074, WA, would be located south of Great Eastern Hwy.
- principle 9, "Green Network", of the 10 principles for urban consolidation set out in the North-East Sub-Regional Planning Forum, page 27, states:
- Preserve, enhance and consolidate the green network of parks, rivers, sport/recreation areas, facilities for active open space, conservation and biodiversity areas, and areas with a high level of tree canopy coverage, considered important for the health and wellbeing of the community.
- the 2016 Census Quickstats found that in postcode 6074, WA, there are an average of 2.7 people per household and also 2.7 motor vehicles per household. Based on these statistics the two blocks fronting Cole Road could be occupied by an average of 76 additional residents driving 76 motor vehicles onto Cole Road. Lot 108 (6 acres) could have 10 x ½ acre blocks; 27 people, 27 motor vehicles, an increase of more than 100 motor vehicles and people occupying the total proposed rezoned land.
- any proposal for urban development will need to ensure that it has considered, and where applicable, applied State Planning Policy 3.7 Planning in Bushfire Prone Areas. This policy includes reference to designated bushfire-prone areas to assist in reducing the risk to people, property and infrastructure by encouraging a risk-based approach to strategic planning, subdivision, development and other planning decisions proposed in bushfire prone areas. Possibly 28 more dwellings accessing Cole Road and possibly 10 more dwellings on Pearce Street. The current situation is already dire.
- currently Cole Road serves as the only escape route onto the Great Eastern Hwy for 27 dwellings in Mill Stream and 9 dwellings on Cole Road, without the addition of another possible 28 dwellings on lots 2083 & 2348; a total of 64 dwellings, possibly more than 170 vehicles evacuating along Cole Road in a bushfire emergency situation.
- currently Pearce Street / Stephenson Street serve as the only escape route for 48 dwellings, without an additional possible 10 dwellings, possibly more than 150 vehicles evacuating via a single exit onto Great Eastern Hwy in a bushfire emergency situation.
- service infrastructure
- public transport
- electricity supply
- water supply and waste water
- drainage
- education facilities, primary school
- suitable effluent disposal and land run-off into the ground water that supplies Jarrah Creek
